State-Energy Letter Tells Hill Obama will Abandon Tight Nuclear Nonproliferation Rules

The Department of State's letter states that they will pursue 123 agreement negotiations on the basis of a case-by-case review, arguing that the U.S. needs to negotiate agreements that our partners can accept and that open doors to U.S. industry while competing effectively with France and Russia, neither of which impose enrichment and reprocessing (ENR) conditions.
